Cramorant has a very interesting ability because all it has to do is use surf and bam, if it takes another hit you get smacked by a free counter attack. The problem? These stats suck!

85 Special Attack is passable for in game.

Feraligatr is a starter and only has 79.

Feraligatr has sheer force and 105 base phys. atk. along with great coverage. This? Nah. Hurricane, surf, belch and throat chop at best. With weaker stats Cramorant cannot threaten your opponent.

I just realized Arrokuda's name contains the word Barracuda, like the fish. Arrokuda is shaped like an arrow too. Oh those smart localizers

Arrokuda's line makes the Seaking line irrelevant. I wouldn't be surprised if Seaking isn't in the later games because of Arrokuda and its evolution.
