My understanding is that you would use the "set" as a requirement, in place of a single Pokémon.

From the FAQ:
› Pairs & Sets

Some Pokémon have the option to come in pairs or sets. A pair of Pokémon take 265 posts instead of 175 to do them separately. Pairs and sets all count as a single VPP for requirements and completed VPP totals. If a set of three is chosen, it will require 300 posts to complete.

As I understand it yes, that's what it says in the FAQ.

Otherwise you could just raise sets constantly to achieve the 10 VPPs needed between masters and Legendaries etc too quickly.
 
EDIT - i had a different question here but it seems to have already been answered so yay huehue anyway,

with traded mons, do they stay in all your stats? specifically in the tally for the Pokemon typing medals you receive? say for example i'm trading away a Minior, do i still include it in my Rock & Flying tallies?

You can't use a "requirement" that has already been used, to avoid abuse:

If a Pokémon has been used for a Legendary or Challenge it can't be used again for the same requirements. Example A: If Arcanine has been used for the James challenge by Trainer A then Trainer B can't use Arcanine for the James challenge for a second time. This is to keep Trainers from being lazy. Example B: If Steelix (Ground/Steel) has been used for the Ground requirement by Trainer A then Trainer B can't use it for the Ground requirement. But if Trainer A hasn't used the Steel requirement then Trainer B can use the Steel requirement.

So I would assume that it's the same with medals, and they will only count towards medals for one trainer, not both. Otherwise - if both your outgoing VPP and your incoming VPP count towards your medal total - two peeps gaming the system could reach gold medals with only 10 VPPs raised in each category.

I'm gonna ask Caite to have a look at this, and give you a definitive answer :)
