Going purely off games I'm going to have to say Morty. He has a good design and I like that he has a role to play in the region's history/lore part of the story.
Jasmine gets an honourable mention. Her little story at the lighthouse is sweetly memorable and I liked her randomly showing up on the beach in Sinnoh. I always like appearances from characters from different regions showing up in later games.
I would think that Erika would be my favourite because Grass is one of my favourite types, but it's actually Sabrina! Idk, I like Sabrina's whole vibe with having psychic powers and stuff and I think that's fasciating. :o
Falkner is my favorite, he's so under qualified, weak, uses his dad's pokemon, spams accuracy lowering moves, has an illegal Pidgeotto. Textbook example of How to Be An Unskilled Gym Leader 101.

Illegal Pidgeotto you say? Ever play Yellow where there are wild level 9 Pidgeotto in Viridian Forest? As for the topic at hand, I'm partial to Misty. Has a gnack for getting critical hits with her fast Staryu line despite having -6 Accuracy and/or +6 Evasion for my Pokemon(Yes she's gotten hits against me in that scenario).
Hmmm.... That is tough probably Blue. Not many gym leaders also can boast of having collected all of the regional badges as well as having served as a champion and being your rival. He definitely has one of the most colorful histories as a gym leader and has a big personality, truly a diva. He is the first multi-type specialist, he is strongest, highest-level gym leader in the region and his team is great, like Cynthia he has strong, diverse, well-covered Pokemon. He also stays looking cool through it all. His sister also gives your Pokemon free massages.
Jasmine was always a kind of girl I've always been interested in. In a lot of ways, but she's literally the only one I can think of who views the match professionally and without any boasting whatsoever. Quite refreshing compared to some of the most arrogant ones.
I've always liked Morty. I think it started out with his cool and chill look from GSC, but these days I prefer his Ghost-themed attire from HGSS. I'm also interested in Pokémon mythology and my favorite Pokémon for a long time was Ho-Oh (and it's still my favorite Legendary).
And he gives you Shadow Ball, my second-favorite move in the games.
I can't say I think much about his team though (using members of a single evolutionary line feels pretty bland). I wish he had Misdreavus like he did in the manga!
Mine is Korrina. I like her is both the Anime and games. I really admire and like her energetic personality and courage, this is shown in the Cave of trials episode.
I really liked her GYM battle with Ash, that battle had lots of action and great moments, especially the Pikachu vs Mega Lucario scene.
