I haven't actually done this myself, but I think you were supposed to talk to the 32 people after you insert the Odd Keystone, and then examine the Hallowed Tower afterward.

When I said that thing about the App. after the 3rd Badge, I was referring to the Marking Map that can be used to find Mesprit and Cresselia. The Poké Radar is a completely different thing: a key item that you receive once you get the National Pokédex. So to find your Dittos, you will need to first see all 150 Sinnoh region Pokémon, then talk to Professor Rowan.

Exp. Share is given to you by Lucas/Dawn's father in that building between Eterna City and Cycling Road, if you have seen 35 or more Pokémon. Amulet Coin is in Amity Square, I think inside one of the stone buildings there.

Where can i get a peteya berry?
 
The Ganlon, Petaya, Salac and Apicot berry can be obtained from Pokemon Colosseum or XD. You need to trade it to your GBA game and the pal park it. Also, from PBR as a Mystery Gift.

You'll either have to dig it out from The Underground, or find it off a wild Cleffa, Clefairy, or Lunatone.

Where is that guy, the Underground man, located? He's the one who gives you the Explorer Kit.

Wild Poliwhirl have a 5% chance of holding one. It seems you can also get one by a 1% chance with the Pickup ability, if the Pokémon with the ability is between Lv. 11-30. Best to go with the Poliwhirl though.
 
They're found on Wild Chansey by a small chance. Btw, you should have posted this in the stickied thread above. x_x
