I only get female starter Pokemon when I'm soft-resetting for certain Natures. As for Eevee, I haven't exactly spent time breeding it for training. I do plan to get female Chikorita and Snivy, though, because they come off as looking more feminine than masculine to me..
I honestly don't understand why Eevee has a higher likelihood to be male; it looks female! The only Eeveelution that looks male to me is Umbreon (and Jolteon, to a small extent). IMO, the starters and Eevee should have 50/50 gender ratios (in the case of Chikorita and Snivy, I'd prefer them to have a higher likelihood of being female due to looks), but it appears that the gender ratios were specifically constructed to make these Pokemon hard to breed.
Yet all of that "gender ratio construction" goes down the drain if you catch a Ditto, which pretty much every breeder sets out to do if Ditto is available in-game. -_- However, I think the "gender ratio modification" plays a role in Generation 5, since only female Pokemon can pass down Hidden Abilities, and using Ditto as a father will apparently prevent said abilities from being passed down at all. I'm still confused about the Ditto+Hidden Ability issue, though. :\
