That seems like a pretty big embellishment of the reality. The main reason fusions and recolors get their own thread is because, after the old Pixel Art section was merged with A&D, there was a huge influx of them, enough so that they needed their own thread. If you just have one or two pieces to post that aren't sprites, it can easily go in the DCC too. It has playfully been deemed an "everyone's gallery" since everyone tends to congregate and help one another with art anyway. And galleries aren't exclusive to polished pieces, nor would I ever close a thread with unfinished work (that'd be particularly hypocritical of me lol). Sketches, concept drawings, any amount of unfinished art, be it one or all three required pieces, is allowed! It's just that, if you have three or more, they really deserve their own thread, you know? The artist can be addressed better that way, and three pieces in particular really helps our critiqueres get a deep sense of the skill level and style of the artist.
I'm sorry you got the wrong impression of A&D, and I hope you can see that it's actually more than new and veteran user friendly. Despite how you may feel, I put a considerable amount of work into the way A&D operates, and new members are always given special attention in my eyes. There's always somewhere a new user can post their art, and I'm always available to ask should they have any questions. I do appreciate your feedback though, and I'm willing to listen to any other grievances or concerns you may have. :)
