Well the staff usergroups on PC goes as follows, from lowest to highest;
Moderators
These guys have a specific section or number of sections they must take care of. That is their priority and they may only perform staff actions within their allocated sections.

Super Moderators
These guys have the option and ability to take care of every section on PC. They have the power to perform staff actions in any section. They also have the right to directly ban someone without the allocation of a specific infraction. The limit to their power lays in the area of being permitted to work on the main frame of PC behind the scenes such as uploading styles, having access to the server, editing forums, adding new forums and BB codes and so on.

Assistant Administrators
The AA's can do all the super moderators can, but also can edit PC behind the scenes such as adding new coding to the website as well as things I have mentioned in the last paragraph. They are there to assist the staff admins and the site admin with both moderation work, and the admin work behind the scenes. However they are not at the top of the pecking order.

Staff Administrators
Top of the staff, outside of the owners and site admin, is the staff admins. They have pretty much all permissions, a few more than AA's, and also look over the staff body as a whole.

Administrators
The current administrator is Rukario, and he looks after running the site. He takes care of server issues, donations, public relations and so on. This is the most technical position on the staff. He, has all the power when it comes to permissions.

Well, if you're telling a short story based on the dream (or telling it like a story), then fics can fit, but if it's just 'I had a dream, and it was ___' and you want people to also post their dreams and have it as a discussion thread it'd be elsewhere. If you only want people to discuss dreams about Pokemon, Pokemon General would be best. Otherwise Other Trivia.

It's a bit hard for me to say without having seen it... if it's written like a story in some way than fics would fit - if it's just 'I had a dream and ____ happened' then another section may fit better...say Other Trivia as a 'what do you dream about?' thread or the like would be a decent possibility imo.
