I'm not sure if this is intentional or a mistake, but on the legendary tab of the VPP rules & guide it says:

In case it's intentional I shall put forth: Swinub & Piloswine for the 2 Ground requirement.
If it's a mistake and should be Rock I shall put forth: Solrock & Rhyhorn for the 2 Rock requirement.
Either way, for the 1 Fighting requirement: Blaziken (#3).
