Oh, someone from the Pokemon League actually placed the sign there temporarily while the actual gym is being built in town. I don't take challenges right now, but I officially become a Gym Leader once the gym is finished, so the sign was placed there so people from the town knew where to go to sign up to be a Gym Trainer. The sign will be moved from my house in a few days.
