They used to be common, but Niantic changed it so certain Pokémon can only spawn in certain seasons so some of them cycle through that way. There are also wayy too many Pokemon in the game now so some aren't always in the spawn pool because apparently having too many different things spawn is confusing or something? Plus we have frequent events that take over spawns and make regular things near impossible to find until the event ends.. lol orz
