TBH, I think Wingull is kinda annoying.

11. Honestly I find it alright for an early route Pokemon.

It learns Surf and Fly. Gets Wing Attack Early. Gets protect which stomps out Norman's Slaking. Has a decently early evolution, which gets drizzle in later generations which grants massive competitive viability.

I will go as far to say this is one of the most underrated pokemon.
