Elemental punches: Picked them up from the new move tutors.
Elemental fangs: Good question. Handed out new egg moves to several Pokemon. Usually fell into one of the three cateogies: terrains, Power-up Punch, or signature moves. Might be the general lack of coverage. Sees mainly Normal and Dark type moves. Could have realized that after the original Sun/Moon.
