Why do i have to wait 20 s between reports aaarghh

i don't know if i've ever used the report button. i didn't even realize it was there along with that other icon which i'm going to assume is a link.

honestly tiresome reporting is one of the reasons I stay a mod because I hate how long it takes to report posts haha
