When will we know the rules of the tournament? Such as:
1. Is it 2v2?
2. Is it stocks? If so, how many?
3. What stages are legal?
4. Who is fighting who (brackets)?

It'll all be announced alongside a randomized bracket on the 29th.

But yes, it's 2 v. 2, hence having a teammate. It will be stocks, most likely three. Stages are most likely going to be Omega versions of the regular stages.
 
I'd like to sign up. But... How in hell are you supposed to play online with how much lag there is? How can ANYONE play online? Start, wait 10 seconds for the smash ball loading icon thingy at the bottom-right to be done, play for 1/10th of a second, repeat 2 and 3 a few times, have the "no contest" screen appear.

What is your internet service provider. I have Comcast and I am having little to no issues like Mario Kart 8.

Yeah, you must have an Internet issue. I can play with several PC members all around the world and very seldom have connection issues. I've only had issues with one person in Australia. :(
