This is basically the best that can be done for switching into a +6 Slurpuff:

4 Atk Technician Mega Scizor Bullet Punch vs. 4 HP / 0 Def Slurpuff: 210-248 (68.6 - 81%) -- guaranteed 2HKO

And honestly Slurpuff's chance to 2HKO is so low that we'll call that good enough. It's probably not getting back enough HP from Drain Punch to survive 2 Bullet Punches anyway (though since it's likely to be at 75% HP it could be OHKO'd if the rolls go in Scizor's favor).

If Garchomp uses swords dance when Togekiss switches in, I'm pretty sure Togekiss can trick it's choice scarf onto the chomp to force it to keep using SD. But even if it can't, Togekiss still wins.

Togekiss is immune to earthquake and dragon claw, forcing Chomp to use fire fang, which is a 3-4HKO at +0 and 2HKO at +1. Togekiss has minimum speed to go before max speed garchomp with choice scarf and enough power to 2hko, and occasionally 1hko's it, further increased in likelyhood by the fact that chomp uses life orb.

Next turn Mega Manetric kills it with T-bolt because it hits 336 with 120 EVs, whereas Togekiss sits at 334 after the scarf with 108 EVs.

If it were to switch into Air slash, it might flinch on the second turn due to Serene Grace, but Manectric can eat those all day long so it's no problem because from that turn on it will be faster and flinching will be a non issue. If Togekiss gets trapped into Trick or Softboiled it's as good as gone already.
