Lore-wise, the ultimate goals of rockets and other evil organizations is to capture and take advantage of legendary pokemon, so I would not be surprised if they happened to have one

Yeah, but I don't think that skipping an entire day or night phase particularly helps one side...unless you take into account that whatever the other machine the Rockets have will be done by tomorrow.

Speaking of which...any speculation as to what the digging machine does? I'm worried it replicates the effect of Horn Drill (i.e. low accuracy but OHKO).

Anyway! A legendary doesn't at all sound farfetched to me, I've been waiting for someone to mention the possibility of one. I don't think Dialga would be on Team Rocket either.. Team Rocket does go after legendaries but they have never really succeeded in capturing and using one for prolonged periods. Besides, I'd really like to not push him after just losing a valuable inno who was gonna become Gyarados. I think the people trying to say Dialga could be a Rocket are more suspicious, tbh.

Not really. They're not exactly being obviously useful to the innocent team so why spare them any expense? They're probably not inno, that's the entire point.

Inactive people are three things: mafia, really don't have anything to say, or busy irl. What helps if knowing the person them self but if you don't then it could be any vOv

Either way, getting inactives out help the flow of the game. Not that I should be talking but eh.
